Just give them a call and find out what you can and cannot do, it's not worth guessing.

Necking a 4 down to a 3 (necking the nozzle down completely, not just adding a ring) will definitely slow down your 16" sluice box. You'd have to up the RPMs to match normal flow through that sluice.
