I think if there is water in the pan... whether the pan is in or out of the water it won't make a difference. It may make the pan feel lighter in the hand if under the water though. Ditto, the gold is already displacing water in the pan, so more water in the pan or around the pan make no difference...

The amount of material that's goes into the nozzle/hose is governed my you, i.e. if you hog the material then you risk getting a jamb, it would be the same if you were using a 4" nozzle.

It depends on how they determine the size of the dredge, if it's the jet and hose then you would have to replace the jet on down to the nozzle, if it's just the nozzle then simply make a reducer.

A 3" will only move about half the material that a 4" will move.
